This initiative brought together various Local Action Groups, stakeholders from the rural productive sectors (agriculture, livestock, crafts, tourism, agri-food, natural cosmetics, self-employment, etc.), representatives of local governments, and professionals from various organizations and unions related to the rural world to work on proposals aimed at "saving" the rural world.
During the workshop, which took place on March 25 in Orea (Guadalajara), various innovative initiatives developed in rural areas across the Peninsula were presented, which have achieved a certain recognition and impact.
Four working groups were then formed, covering the following topics: Rural Women; Agriculture, Environment, and Agri-Food; Environment, Depopulation and New Technologies and Tourism; Active Leisure; Crafts ; and New Sources of Self-Employment . Each working group compiled a list of measures to address the problems affecting each area. All these actions were shared and discussed, and a final document was produced as a conclusion, presenting and explaining each of them.
Among the 73 measures we find actions aimed at promoting entrepreneurship in rural areas, combating the digital divide , expanding mobile coverage , enhancing the value of the rural world , modifications to the Common Agricultural Policy (CAP) , rural schools , vocational training , employment , healthcare in rural areas and the redefinition of financing, investment, subsidy and inspection models . Many of these actions affect different public administrations (state, regional and local) and are characterized by their transversality in different areas and competences. A large part of the actions described deal with the effective development or modifications of programs and policies already in place, such as the Law on Shared Ownership of Agricultural Holdings , theLaw for the Improvement of the Quality of Education (LOMCE) or the reactivation of the Law for the Sustainable Development of Rural Environments through a budget for its implementation and other completely new ones.
A cross-cutting and innovative initiative is the proposal that all laws passed at the state, regional, and provincial levels must be filtered to meet the social reality of rural areas and their specific demands. Another measure they propose is to "shield" public initiatives operating in rural areas from changes in government. They also advocate reinventing the image of rural areas with associated concepts such as opportunity, sustainability, investment, and entrepreneurship .
The participants in the workshop "SOS Rural World: A Living Society, a World of Opportunities" assume that the current situation of rural depopulation is not a coincidence, but rather a direct cause, and that these causes must be combated through the implementation of cross-cutting measures that must involve all public administrations. Their proposal is presented as a roadmap for working toward a living rural society .
